Ezekiel 31 is mainly against the Pharaoh. At the time, Pharaoh was an importsnt and strong figure in Egypt, a strong nation, among the strongest, and thus must be symbolic for him to fall. In this chapter, the Pharaoh is described as a fallen cedar, a tree, of Lebanon, and cedars of Lebanon were known to be tall and is a symbol of nobility and strength. In the chapter, Pharaoh first is described as great and powerful, and reached a very high point above all the other trees, but was brought down. God is almighty, he can shake any political or manmade power easily.
Ezekiel 32 - 32 verses
This is also about Pharaoh. He was magnificent and powerful, like a lion among the nations, but God said he woul snuff him out and that ne would bring darkness and trouble the hearts of mant people. Egypt would descend into the realm of the dead, and all of them will be slain and fall, with all the other nations, and the uncircumcised will be broken utterly!

In the start of Ezekiel's ministry, God called him as a watchman of Jerusalem, and in this chapter his call was renewed, repeated. Being a watchman in this chapter means warning and revuking the wicked and he will face complaints from the Israelites, who claim that the Lord is not just.
