Context: Paul was in a dark jail and was about to die when he wrote the book of Second Timothy. This letter was sent to Timothy, a church leader that had met Paul some time ago.

2 Timothy 1 consists of a greeting. 2 Timothy 1:3 begins the proper body of 2 Timothy. Like most of hid other letters, Paul gives thanks after the greeting towards God. The expression of thanksgiving is for how God made Timothy a sincerely faithful person. Paul thanks that the faith has passed on from his grandmother to his mother to him.
This is why Paul charges him to suffer to share the gospel and to evangelize towards others. We must evangelise but also teach the right doctrine, not false teachings. To evangelize, we need sound teachings so that the people we evangelize onto can receive the Truth.
Next, Paul speaks of three people: Phygelus and Hermogenes, who are disloyal, and Onesiphorus, a loyal one. Phygelus and Hermogenes deserted Paul but Onesiphorus supported him even when he was under persecution. We must be loyal like Onesiphorus.
